Most "best HRMS" roundups are written by the vendor that wants to win every category. This one isn't going to do that. Each platform below is genuinely strong for a different kind of company — including the ones that aren't Meagle 360.
HRMS vs HRIS: what's the difference?
The terms are often used interchangeably, and in practice most buyers don't need to draw a hard line between them. HRIS (Human Resource Information System) is the older term for software that stores employee records. HRMS (Human Resource Management System) — the term used for every platform compared below — usually implies the system also runs processes on top of that data, like payroll, attendance and leave, not just storing it. If a vendor calls itself either one, it's worth checking what it actually automates rather than going by the label alone.
What to look for in an HRMS
Before comparing vendors, it helps to be clear on what actually matters for your team:
- Payroll compliance — does it handle PF, ESI, professional tax and TDS correctly and keep up with rule changes?
- Attendance — does it match how your team actually works (office, field, shifts, remote)?
- Ease of setup — how long until you're actually running payroll on it, not just logged in?
- Pricing transparency — can you get a real number without a sales call?
- Employee self-service — can employees answer their own questions, or does everything route through HR?
The platforms compared
Meagle 360
Best for: teams of 10–100 employees that want attendance, leave, payroll, shifts and self-service running well, live within days, at one flat price.
Weakness: a newer product with a smaller track record than the established players below — if deep performance management, OKRs or a large third-party integration marketplace is the priority, one of the platforms below may fit better today.
Keka
Best for: established, single-entity Indian companies with 100+ employees that want deep performance management and OKR tracking alongside core HR.
Weakness: pricing is a flat bundle up to 100 employees, which makes the effective per-head cost high for smaller teams, plus a separate implementation fee and 18% GST on top of the headline number.
greytHR
Best for: small teams that need compliant Indian payroll cheaply, especially under 25 employees where the free tier applies.
Weakness: the interface is considered dated by some users, and shift/roster management is more limited than on newer platforms.
Zoho People
Best for: companies already invested in the Zoho ecosystem (Zoho Books, Zoho CRM, Zoho One) that want HR to plug into tools they already use.
Weakness: payroll is a separate product (Zoho Payroll), so core HR and payroll aren't a single integrated system out of the box — and some users report configuration getting more complex past a few hundred employees.
Darwinbox
Best for: enterprise companies (500+ employees) that need one integrated platform spanning HR, payroll, time and talent, with the depth to support complex multi-entity organisations.
Weakness: enterprise pricing and typically no self-serve free trial — overkill and expensive for a small or mid-size team.
HROne
Best for: mid-market Indian teams that want strong ease of setup and support, with native multi-state professional tax and LWF handling.
Weakness: less brand recognition outside North India compared to Keka or greytHR.

Our recommendation by company size
- Under 25 employees: greytHR's free tier, or Meagle 360 if you want shift management and a modern interface included
- 25–100 employees: Meagle 360 or Keka Foundation, depending on whether flat per-user pricing or deep performance management matters more to you
- 100–500 employees: Keka or HROne
- 500+ employees: Darwinbox or a similar enterprise HCM platform
